A Contract is an agreement between the Org and a Utility that dispatches instructions to the Org for meter reading.

An Org can not carry out instructions from the Utility without a Contract. This means that all reading instructions are executed within the context of a contract.

A Contract has a start and end date, this is the validity period of a Contract. Instructions can only be carried out within the validity period.

A Contract will also provide for delineation of:
- Rules for evaluating the instruction (these are QC rules).
- Rates the Utility will pay for carrying out a successful read instruction
- Rates the Utility will pay for carrying out a qualifying exception
- How the Org will be penalised by the Utility for incorrect or unsuccessful instructions

Contract instructions are carried out either by a Purchase Order (PO) issued by the Utility in the context of the Contract or within a Contract cycle.

A Contract can have both Cycles and Purchase Orders.
